How stupid is this yet still someone else's fault?

DOVER, N.H. —
A New Hampshire high school student shocked so severely in shop class that his heart stopped beating is suing his teacher, the school district and the city of Dover.
Kyle Dubois and his parents claim teacher Thomas Kelley did not warn Dubois and other students of the dangers of the electrical demonstration cords in their electrical trades class.
On March 11, Dubois attached an electrical clamp to one nipple while another student attached another clamp to the other. A third student plugged in the cord.
Dubois was critically injured.
The New Hampshire Union Leader says Dubois' suit contends he suffered permanent brain damage.
Kelley resigned from his teaching position about a month after the incident. He declined to comment on the lawsuit.

My take:
First off, where the heck are the parents? If these kids were old enough to be in "shop class", should the parents not have already taught them the dangers of electricity?
Second, why is is the school's responsibility to be the parent?
Third, why is a lawsuit against the school/teacher allowed to proceed without charges of attempted murder being filed against the main player as well as the two other actors involved? Yes, that's right, I said "attempted murder" because suicide is illegal and thus attempting to kill yourself is murder of yourself and therefore a chargable offence under the law. The other two assisted in the act, one hooked the conductor, the other energized the assembly thus both attempted to murder the main actor and thus they should be charged accordingly.
Fourth, why are the parents of all three kids not being charged with, at a minimum, negligent child care, reckless endangerment of others and/or risking a catastrophy - reason being: the parents obviously didn't do their part to make sure their children were properly educated to reasonably function within society and thus could have run the risk of causing a major catastrophy if the circumstances were different. At a bare minimum, the parents contributed to the delinquency of a minor resulting in their children attempting to commit a felony.
Does that sound too harsh? Perhaps ... but it's my take that people need to be responsible for their own actions and if the parents haven't do their part to make sure their children were safe to turn loose in public, then they need to punished accordingly. If the parents are held responsible yet feel that they did all they could under the law, then their punishment will hopefully spark to life (pun intended) their attention to political goings-on.
I know and understand full well that parents cannot possibly be held accountable for all the actions of their children but in this case there is such utter stupidity that the inaction of the parents is just intolerable no matter what the reason.
